The Residential and Small Commercial Standard Offer Program (SOP) was developed to provide an incentive to suppliers of energy services for the installation of qualifying energy efficiency measures at residential and small commercial customers' facilities. The primary objective of this program is to achieve cost-effective reduction in peak summer demand. This performance-based program offers incentive payments for "deemed" or "measured" energy savings generated by installing energy efficient measures.
The host utility will enter into contracts for peak demand and energy savings with "project sponsors" who are typically energy efficiency service firms such as windows installers, air conditioning contractors, insulation installers, lighting contractors or national energy service companies.

Project applications will be submit incentive requests via a designated website, and will be considered on a first-come, first-served basis. Each utility publishes program manuals that contain a more detailed description of the application process. Project applications are generally accepted starting between October-December for the upcoming calendar year in accordance with the project application schedule detailed in the Program Manuals. Project applications will continue to be accepted until all available funds have been committed, or until around September of the following year, whichever occurs first.
